mkvmerge / MKVToolNix support

I will gather here features that could be possible by integrating MVToolNix into LosslessCut.

It's not trivial to integrate mkvmerge into losslesscut. It needs to be compiled into an executable for each supported platform and architecture:

• Linux arm64, armv7l, x64
• Windows x64
• MacOS arm64, x64
  and the executable has to be signed and bundled accordingly.
  Will leave this open to see how much interest there is.

Feature request: When exporting segments to chapters, use mkvpropedit from mkvtoolnix to add in-place rather than remuxing. This has the benefit of not needing to copy data (useful when editing files on NAS or slow storage), with the obvious caveat that it is destructive to any existing chapter data (prompt should be used to confirm overwriting existing chapter data).
Usage:

mkvpropedit <filename> -c <chapter.xml>
