Drop Scala 2.12 Support

# Description

We can't update some of Helenus plugins or libraries due to Scala 2.12 support. To allow for this and ease maintenance we should drop support for Scala 2.12

Plugins are updated
SBT is updated
TODO related to Scala 2.12 are removed
