Aggregate downstream build results to PR

Currently, a PR to this repository triggers a number of downstream builds (see #1).
However, there is currently no reporting back of how these builds behave. 
PR authors must individually check each of the downstream build's status and decide whether or not the PR should be merged.
This is error-prone and does not scale well with the number of downstream projects.
