CI: add a job to continuously check that proof-systems can be compiled into sp1

As a follow-up for #3255, as the Nori team would probably iterated over the version of the repository, we would like to be sure we do not break future updates on the Nori side.

it's generally cargo build with the --target riscv32im-succinct-zkvm-elf
SP1 requires Succint rust toolchain https://docs.succinct.xyz/docs/sp1/getting-started/install

If the above is not enough here is some extra context
