URLFWD blocked by CNAME

We have a CNAME and a URLFWD record in the OctoDNS yaml. URLFWD under cloudflare is not a DNS record but a Page Rule. We're unable to sync it back over because of the "CNAME cannot coexist with other records" error. Page Rules shouldn't be triggering DNS sync errors.

See the docs on lenience, https://octodns.readthedocs.io/en/latest/records.html#record-level-lenience. If it's set on both records octoDNS will allow them to coexist.
