Part 1: Recommendation for specific URI for OGC requirements-related problem details #355

Discussed in Coverages with @joanma747 and @fmigneault that we could add a recommendation to Part 1's Recommendation 18 about JSON Problem Details that a specific URI could be used for type for problems related specifically to OGC API requirements, such as as the URI to the specific requirement, potentially with an extra /{Letter} to point to the specific requirement part.
