Ability to disable message logs

Describe the solution you'd like
I know the MAILER_EMAIL_LOG_MESSAGE_DATA option was recently added, however the ability to completely disable message logs completely would be perfect.

Additional context
We don't need the message log feature so it makes sense for us to disable it completely.
