Allow pixi global manifest to be defined in pyproject.toml

We recently moved from using pixi to uv. However, we use pixi global as it is very useful for managing standalone conda executables. It would be great if the global manifest could be integrated into the standard pyproject.toml to keep a single source of truth for all dependencies in a Python project.
