Use Case
If you need a scheduled task to run at a specific time regardless of local system time or on multiple systems with different local time/timezones
Describe the Solution You Would Like
A boolean switch indicating if the start_time should be local to the system or UTC
Alternatively, a dedicated utc start time parameter that is mutually exclusive with start_time
