Bug: Support ruby 3.4.7

What happened?

ruby-builder changed the way they packaged ruby builds just before releasing 3.4.7. They no longer create a build in the toolcache, instead creating releases for each version.

What did you expect to happen?

qlty to install and use ruby 3.4.7 correctly.

Can you reproduce the problem?

Yes, consistently

Qlty attempts to fetch https://github.com/ruby/ruby-builder/releases/download/toolcache/ruby-3.4.7-ubuntu-22.04.tar.gz
which results in a 404.
But there seems to be a release available
