Add more tests for GitHub Actions

Currently the GH actions (ghactions-ci.yml) only tests a single plan with one set of variables. Would be great to have more plans to test various combinations:

• A single node
• Large number of nodes (20)
• Large number of VLANs (20)
• No spot instances
• Using cheapest metro option
• any other combinations???
