How should we handle submissions where the submitter doesn't own the repository? #98
Description
We currently send the invitation to the organization to the submitter, but the submitter didn't own the repository.
It might be rare enough a case that we'd only want the bot to write a comment so that a staff member would send the invitation? Or, if the repository owner is a personal account and is listed under Other Authors, that account should get the invitation?
