Add an optional compare tool

[lu-zero]

• take in some compressed format (e.g. av1 in ivf) (potentially multiple)
• take in the reference (e.g. raw in y4m)
• generate a table with the metrics for each
• generate a json/csv with the same information
• generate a json/csv with per-frame information
