Add wheel building for build?

Currently, Spin has the capability to produce sdists with build. It would be rather straightforward to add wheel building as well. While many projects rely on cibuildwheel due to its broad support, I think it would be useful to have an easy way of building wheels as well.

Are you open to PRs to that end?

Yes, sure! Commands are optional to use, so no harm in including it.

Do we create a more general dist command, with flags for sdist or binary dist, or just a new one like wheel?

Is the request for the equivalent of:

1. python -m build --wheel, or
2. python -m build --wheel --no-isolation --skip-dependency-check, or
3. or cibuildwheel

Those three are quite different, and I'm not sure if a spin wheel command will be more confusing than helpful. (1) and (2) are one-liners, and (3) is very complex. I think (2) would be most reasonable for spin to implement, given that spin isn't meant to do environment creation/manipulation.

I was thinking along the lines of (1) and (2), and would also lean to (2) for the default.
