IBC Packet Support for Sending Messages From Other Chain #464

Summary
Adding packets for IBC messages being sent from other chains. I believe by adding IBC message support you really bring endless cross-chain possibilities with this module.
Problem Definition
We can use this feature specifically to provide liquidity directly from Gravity Dex on the Cosmos Hub on our own chain which brings our offering full circle.
Proposal
I would imagine it would require scaffolding packets from starport and then configuring the packets for receiving and acknowledging IBC messages like a normal IBC enabled module.
