fix(ci): vdev caching (#24126)

* don't pull cargo bin dir when cargo-cache is enabled

* Add specific cache layer to prepare.sh

* Temporarily add github.event_name == 'pull_request' to integration.yml

* Revert "Temporarily add github.event_name == 'pull_request' to integration.yml"

This reverts commit 55a675c.

* Hash all files under scripts/environment
