[Bug Report][3.9.1] VList moves focus and opens next VSelect

Environment

Vuetify Version: 3.9.1
Vue Version: 3.5.24
OS: Linux undefined (current)

Note: used to work fine until v3.9.1

Steps to reproduce

1. Focus the first field (with keyboard)
2. Click [arrow down] to open the menu
3. Click [arrow down] again to navigate within the menu

Expected Behavior

• Should not focus nor open the second dropdown

Actual Behavior

• opens next dropdown, sometimes on top of the first one (like in docs for VHotkey)
