propose juntion instead of symlink for window cases

Junctions are similar to symlink but don't require elevated privileges on Windows.

We deliver electron applications that integrate rotated logs. But logs crashes because of symlink in case it run on Windows and the user has not elevated privileges.
In this case we might provide an option to use junctions instead of symlink on windows only.
