[servers 1.21.7+] Floor doesn't render on servers

On later servers on 1.21.8, the floor doesn't render, and you just float, not being able to move. Lots of stuff doesn't render like enchantments, but you get all the latest gear like netherite. If you try to place a block, it renders the floor, but then crashes.
