Option to disable checking for firmware updates.

Description

I run zwave-js-ui in a container that does not have internet access. I'm constantly getting log spam about the firmware update checks failing.

Could we get an option to turn these checks off?

Firmware updates are triggered by Z-Wave JS UI, not the driver.

@AlCalzone starting from this we enabled background firmware updates checks. I think it might be worth adding a setting to disable them?
