Fixes #2935 - Adds timezone configuration for scheduled tasks.

Changes:

  • Add timezone field to schedule table
  • Support timezone in node-schedule (non-cloud) and BullMQ (cloud)
  • Add timezone selector UI
  • Backward compatible (UTC default)

Testing:
Verified with Asia/Kolkata timezone - schedules run at correct local time.
