Update the URDF Converter for Jazzy and Ubuntu 24.04

The biggest hurdle at this point is that bpy, which we use for obj conversion and to fix axis orientation, if required, was compiled against python 3.11, which conflicts with the image/jazzy.

We either need to figure out an alternative, or else some other approach to run the conversion without bpy.
