unixPB: Add AlmaLinux10 static dockerfile

While we may not have use of these in the Adoptium set, I want to add this for my own purposes as Alma has an x86-64-v2 version (unlike most of the other EL10 distributions, including CentOS Stream 10), and I have two such systems with i5-2520 CPUs that don't support x86-64-v3. It's also simpler than the UBI10 one :-)

@karianna I've gone for this alternate approach. We do a dnf update at the start anyway so it should pull in new changes. LMK if you have any issue with this.

We should probably sit down and take a look at capacity. I'm not against having an Alma especially for X64 in place (Noting that because of the SHA this dockerfile won't work on other architectures) but I feel we don't have too much in the way of spare capacity just now :-)

We should definitely look at having UBI10 live on some of the architectures though once adoptium/aqa-tests#6538 goes in. (I'll need to delete all my existing ones, some of which were copied from other agents and show are listed under the azure dockerhost!)
