Update Amazon Linux mentions in README.md, and add in Fedora as being a Linux distribution that packages efs-utils as well.

Amazon Linux 1 is better than referring to the old 2017.09 point
release. Come end of 2023, AL1 should be removed from the list as it
will be EoL.

We also don't need to iterate over AL, AL2 in the installation section
of the README, as all AL versions have efs-utils.
There is now an efs-utils package in Fedora 38 and higher, so let's
point to it as an easy way to get efs-utils.
