На системах с кодировкой, отличной от UTF-8 (напр. Windows), приходится использовать параметр -Dfile.encoding=UTF8, чтобы ошибки на кириллице отображались правильно.
Чтобы избежать этого, принудительно используем UTF-8 для интерпретации ошибок из API
