remove "open tab in background" item

I'm in the process of creating a browser API that should be free from a specific implementation like QWebKit or QWebEngine. This will allow other HTML engines to be used. So creating this API involves significant changes to the application code that interacts with the web engine. And these changes conflict strongly with your request. This is the main reason why I can't accept your PR yet. |

remove "open tab in background" item.
I added an option like in Firefox to either open the tabs in the foreground or in the background. What do you think?
