Remove legacy ownership.yaml (moved to central repository)

This PR removes the legacy ownership.yaml from the repository root. The relocated ownership file can now be found here:


Why is this changing?

See the centralization plan and discussion here: Durable Ownership Centralization.

Key points:

  • All ownership.yaml files are centralized in github/ownership.
  • A small set of repos (e.g., github/github, github/github-ui) are exceptions.

What do I need to do?

  • No action required for most repos. This file removal does not affect Service Catalog; the source of truth is the central file linked above.
  • If your ownership.yaml is auto-generated, please coordinate with the Service Catalog team.
