Zuul encountered a syntax error while parsing its
configuration in the repo infrawatch/feature-verification-tests on branch master. The
problem was:

expected dict for dictionary value @ data['vars']

The problem appears in the the "cloudkitty-tempest" job stanza:

job:
name: cloudkitty-tempest
parent: telemetry-operator-multinode-cloudkitty
description: |
Alias of telemetry-operator-multinode-cloudkitty for testing
This is a workaround for the issue described in openstack-k8s-operators/ci-framework#3400
irrelevant-files: []
vars:
- "@{{ ansible_user_dir }}/{{ zuul.projects['github.com/openstack-k8s-operators/ci-framework'].src_dir }}/scenarios/centos-9/multinode-ci.yml"
...

in "infrawatch/feature-verification-tests/.zuul.yaml@master", line 159
