This PR updates the CI testing for LangChain NVIDIA AI Endpoints to test only Python 3.10 and above, aligning with the langchain-core v1.0 upgrade.
Context
langchain-core v1.0 only supports Python >=3.10 (migration guide), so we will delete the CI test for Python < 3.10.
