add new vars, 2024 archive

Add new variables to ICS pulls where available:

• ics_wildfire_injuries_(tot|civ): Total and civilian-only injuries
• `ics_wildfire_evacuated_(tot|civ): Total and civilian-only evacuations
• ics_wildfire_cost: Projected final cost
• ics_wildfire_struct_threatened: Structures threatened within 72 hour window

Also added 2024 to archived data for more variable availability and to recover the new
variables from fires that are no longer available in the API.

Raw Historical Data with 2021 Linkage

Added additional raw data for 2021 obtained from USFS IT.

Raw Historical Data

Raw historical data (Access DB files from USFS and their tables exported as CSVs/Parquets). Place exports into data/historical/extracts to run included R scripts and reproduce cleaned historical data set. See README for description of how these were sourced and processed.
