opencascade: Update to 7.9.2

Description

• Opencascade: Update 7.9.1 --> 7.9.2.
• Update to C++ 2017 standard per upstream.
• Remove patches for env.sh.*. Was fixed upstream.
• Improve livecheck. Avoid release candidates.
• Rev bump 3 dependents.
• Skip deal.ii rev bump. All builds fail, and needs update.
