Update to kubetail: update to 0.10.0 and refactor Portfile

Description

This PR upgrades kubetail to 0.10.0 and refactors the Portfile to build from source using a vendored tarball release asset. Previously, the build required the source archive from GitHub as well as vendor bundle tarballs for the pnpm and Go depdendencies. Now the build uses a version of the source tarball that contains pre-built frontend assets and a vendored Go module which makes the build faster and easier to maintain.

I think with these changes, this Portfile can return to once again using the golang Portgroup.

It would look something like:

I haven't tested this, just some guidance.

With the golang Portgroup, you don't have to specify use_configure no, depends_build-append port:go, etc.

Sounds good, I can test it out. However, I just upgraded to Tahoe and I'm running into this error testing locally:

I tried debugging it but couldn't find the culprit. The closest I've gotten is this debug message in the logs:

DEBUG: dropping privileges: euid changed to 502, egid changed to 501.

Which might indicate a permissions issue. I'm using macports 2.11.6.
