This PR adds a devcontainer spec for the web repository

1. On VSCode hit Ctrl+Shift+P and select >Dev Containers: Rebuild Container Without Cache. Ensure the VSCode window reloads.
2. On a new terminal ensure the command prompt reads node -> ...
