doc: design doc for external collection (#45881)

Add MEP design document for External Collection with lakehouse integration.

This MEP proposes an External Collection mechanism that enables Milvus to query lakehouse tables (Paimon/Iceberg) directly without data import, implementing a zero-ETL architecture using Virtual Segments.
