feat: Add cliv2 with send-from-file feature and update README

Hello Octra-Labs Team,

This pull request introduces two main improvements to the project:

1. New Feature (cliv2.py):

   • A new cliv2.py script has been added, which includes a "multi send from file" feature.
   • This allows users to perform bulk transactions by reading wallet addresses and amounts from a .txt file.
   • It's designed to be user-friendly, providing validation feedback for each line in the file.

2. Improved Documentation (README.md):

   • The README.md has been completely rewritten to be more beginner-friendly.
   • It now includes a clear, step-by-step quick start guide covering installation and configuration.
   • Detailed instructions on how to use the new cliv2.py feature have also been added.

These changes aim to make the client more powerful for advanced users and easier to set up for newcomers.
