Moving to draft as i have some open questions on what versions of grafana are available in default OS repos, also the maximum version of grfana to which the Ops dash charts will still work |

within vox pupuli, we try to make such changes in a dedicated PR as breaking change, or at least represent it in the changelog, because dropping support for a major version is quite significant (same for dropped OS versions)

This change removes puppet 7 support, and updated grafana to the next major version
