add edge-tam model to inference-exp

TODO:

• add tests
• pre-processing image input formats (works with PIL because Sam2Preprocessor does..should work with others, only confirmed with PIL so far to match example from hf repo)
• register model artifacts in registry
• implement workflow block and endpoints in inference server
