…r to partion_alloc This PR makes `ConfigureDecoderBufferAllocator` switch from `DecoderBuffferAllocator` to `partition_alloc` only when there is no pending memory allocation from DecoderBufferAllocator. Also enhances logging to include explicit state transitions and current memory usage statistics. Bug: 456552294
